I've always been described as one all my life, so maybe I can offer some insight. I think labels are fucking retarded, first and foremost, because when you pigeonhole people, you're always going to end up with two birds in one box.

That said, I think it's something to do with being a woman who had more masculine/male socialisation in her formative years, in the form of being closer to her male role models and friends; just by proximity and being a rough and outdoorsy sort, you're bound to adopt the hobbies, traits, and values of the group you spend more time with. I was raised mostly around men, and the women that I was close to were very tomboyish already, so I ended up being very interested in practical outdoor skills, entomology, sports, cars, video games, stereotypically "boy" stuff that alienated me from nearly all other girls. I was never interested in makeup or fashion, because it wasn't conducive to my lifestyle or interests, and I preferred comfortable, utilitarian clothing ("masculine" clothes, which I think is a very silly idea, gendered clothing...). Though I'm prone to rambling, I've always been told that, in real life, I have a very blunt and clear manner of speaking, which I also believe I adopted from my male peers.

Hobbies, presentation, interests aside, I think being a "tomboy" has a lot to do with a woman having an abundance of male socialisation in her youth, placing her in this odd in-between place socially, where she struggles to assimilate to the notoriously difficult to navigate social circles of normie women, but is also not a man, and doesn't quite fit in, in those social circles either. Sort of the thematic foil to those effeminate guys that are more interested in fashion and "girly" hobbies, and had more feminine socialisation in their formative years.

I do hope for a day when the "tomboy" label won't be such a ubiquitous archetype; I believe that practical skills, athleticism, and mixed-gender friendships are all very important for proper development, and it is sad seeing girls and young women shunning "boy" hobbies for fear of ostracisation by their peers.

Girls who are into shit I like instead of gay shit homos and other women like, thus wont tell me to stop wasting money/time on my hobbies so we can go and buy clothes for her and instead will partake in said hobbies because she also likes cool stuff

Tomboys are the only way you can get that and not have to fuck a dude's hairy ass, because vagina and tiddies

A lot of people have answered this question, but I will make a simplification.

A girl who acts like a guy

There, tomboy. What is "acting like a guy" is a fair question but that is the oversimplification: a woman with masculine traits and interests, is called a "tomboy" for acting male, while still being female. I hope that helps : )
