There kind of is, if you watch some recent Disney/WB outings or a Transformers series pre-Cyberverse you can find some modern anime VAs in them thanks to the power of the fi-core clause. Most Cartoon VAs don't really do anime from my experience only because of Union crap and poor pay while the Anime VAs will do the odd cartoon for exactly that reason, especially in LA. New York also dabbled quite a bit in Cartoon work (from 4Kids' TMNT, to Venture Bros., to even Welcome to The Wayne or the aforementioned Cyberverse). Texas is about the only one I can see this happen with, and even then Funi's hired LA talent on several occasions, even bringing cartoon VAs for Afro Samurai and their dub of the Bayonetta anime (though that was more because said VAs originated the roles in the latter and fans would bitch if they replaced them).
I mean if it works for Canada (where everything's a Union project), then America can break tradition once and a while. On a personal level, I can certainly see where you're coming from though. It's rare I see anime VAs mention their Cartoon VA counterparts in casual twitter discussion (or even much discussion in general). No real point for Cartoon VAs like Tara Strong crying and moaning over Vic when they don't really talk to him or other anime dubbers often or at all. Though it would have been funny to see just for the salt.
