My personal theory is that it technically is Dess just not her steering the wheel. She's in there but has no control or awareness of what's going on around her as her body is being puppeted around by some other force.

Not really, only Riviera has a wacky tone, and even that is more of an slice of life/isekai kind of feel, the union games (sans gloria which is pretty shit), KitN and Gungnir all take themselves more seriously, specially the last 2.
