I think they mean to say that it was released in America, and it was censored, but it was pointless to do so because no one would've cared if an anime game had lesbian subtext.
Except, well, they would. If I recall correctly, this was around when the gay marriage debate was at its tensest, so of course some suburban Christian mom would flip at what is basically gay marriage being an option in a kid's game. Methinks this troper is a little bit too butthurt about not being allowed to be a 12-year-old anime lesbian.
