Why, by appropriating and sexualising shoujo aesthetics, the way that minor female characters were drawn in little girls' comics. Hell, even the names, with their loud "pretty cute mew-mew princess" word salads, are mostly used for male hentai titles now. If you want an example, just look at how Kitty Miracle-chan is drawn. It's not a classic shoujo look you'd see in a girl's show. I can clearly see a resemblance to an artist who did the designs for the Monogatari series and has worked on similar hentai mahou shoujo title in the past (I think even the girl's hair and eye colour are the same).
