you cannot categorically constrain police possibly responding to an armed suspect and expect them - when faced with imminent danger - to make the right decision, get it wrong, and then punish them for being wrong. what is important is that facts at hand that a reasonable person would observe at the time of the incident.

Police don't "shoot to kill" they shoot to stop the threat.

This idea that they can "shoot to disable" is a total fantasy based on people who watch too many episodes of Law & Order.

There's two reason's a person stops their attack, because they want to, or they're incapable of contining.

In the Taser video I previously posted you can see the baseball bat swinging attacker took 8 rounds before he was finally brought down.

This guy on the other hand was dropped after a single shot, likely a central nervous system hit.

When you talk about stopping a guy with one bullet you're generally talking about killing them with one bullet.

And yeah, leg shots are crippling, sometimes people die. Sometimes cops also miss. Still, they're not "impossible" but in fact routine. It's a training thing.

Considering that legs have a rather large blood vessel going through them, and how they're harder to hit than center of mass, it's pretty shitty training.
