In the Japanese dub, Homer is speaking Japanese, so they have the guy say "he's from America, you talk to him" instead of "he speaks English, you talk to him."The Japanese is accurate.
They still dub over the factory workers even though the English subtitles are left intact, as well as the Mr. Sparkle commercial.
(The YT channel "The Simpsons is best anime" uploads clips from the Japanese dub of the show.)
Also I hear The Simpsons is fairly niche in Japan, mostly known for advertising C.C. Lemon.
