My suggestions for who to kill off:

Agnes Skinner: it’d make for an interesting episode about Seymour coming to terms with the loss of his abusive mother

Squeaky Voiced Teen: Have an episode about the town falling apart because he did so many jobs around Springfield

Krusty the Clown: Bart loses his idol, easy to make a story out of that

Apu: I mean he’s not being used anyway, might as well get some value out of his character from a death scene…

Lenny's still a better choice, but I could understand them killing off Barney as well. I don't think they've done anything significant with him since they cut him off from booze and made him give people (literal) helicopter rides. And I've heard that at least one of those two changes didn't even stick.
