tl;dr:
asylum seekers cost enormous amounts of money, only reason you would ever keep them is you want to save human lives in a very money inefficient manner.
western labor migrants are a net benefit to the public purse, non-western migrant labor is a waste.
from the 50s-60s migration was a net benefit from poor countries, but this was when Holland was a bombed out shell and basic labor was still a net benefit. Past the 80s non-western migrants are a waste.
non-korean/jap/western migrants score terribly on the dutch equivalent of a SAT, the SAT very accurately predicts a person's final education level, and education level very accurately predicts how much money they will cost/earn the state. Nogs performing poorly means they will all be a drain.
On every level and through every life stage non-western migrants suck up a ton more benefits. A western child costs the state less than a working age migrant.
The most important bit is probably the introduction of "cultural distance". They use two axes, traditional vs secular-rationalist values, and survival vs self-expression. The further the culture of a migrant is from the Netherlands, the worse they perform. Muslims are generally very far removed, which makes them absolutely horrid as migrant type.
A bonus for the india menace thread, pakistanis absolutely suck, indians are performing a lot better (fucking your sister is bad). Although NL didn't get the flood of H1-B uber drivers America got (yet).

In the earlier chart you had some distortion, since only people that are proven to earn you a lot will come from western countries. But even when you roll the dice on a baby, an American baby is still a lot more valuable than an African.
CITO, basically a dutch SAT, sorts children into different levels of education. Higher = better eduction = better income for state. Of course migrants score poorly, get low education, and then end up being a leech.
