I think it goes beyond that, but you're correct that it has zero elements of extortion/blackmail involved.

The more I'm forced to see this house the more I feel bad for all his neighbors who live in this vaguely nice area. Just take a look up and down the street and see how his yard is the worst maintained of literally all of them. The house next door is under renovation and is less of an eyesore. There's other houses there that are run down but at least they're kept neat. They don't have their trash permanently sitting on weeds and dirty pavement 1ft away from the curb, and they don't have their sprawling dried out bushes spilling over into their neighbors well-kept lawns. It would take less than an hour to take it from a total shitshow to something tolerable and he can't bring himself to do it or pay for it.

There must be other Mexicans on that street who are looking at this in shame.
