I was thinking that may be the case but the flashback Noir is shown being burned badly and the modern Noir who is white under the costume has burn scars all over him. It feels like the flashback was being used to explain the scarring but the flashback Noir and modern Noir are different races.

They tried to make him seem an asshole with the shitty "you should smile more" comments towards Mallory in the flashback, but these were so cliche I didn't recognize him as a real character but seeing him stumble along the streets and being genuinely destroyed by Crimson Countess selling him for nothing made him feel a bit sympathetic.
