I was thinking it was something along those lines. I just remember Saiyans loving a good fight like a soccer hooligan.
In universe its more to do with Saiyan biology encouraging them to find and fight the strongest creatures because if they lose and survive then they will grow exponentially stronger during the recovery.

Its why Frieza was low key pants shittingly scared when his Saiyan underlings started growing exponentially stronger to the point where Saiyan's low tier ground troops were close to out performing some of his best ground troops. Let alone how strong the elite Saiyan's were becoming. Thus he decided to destroy the Saiyan race before they could grow strong enough, only keeping a few of them around because they were too useful to destroy entirely and the population was so low he likely thought there was no way they would survive another generation especially without a surviving female Saiyan (and most of them incredibly weak, EG Radditz).

Getting back on point, Vegeta wanted Cell to grow stronger so Vegeta could both test his own power and if he lost he would grow exponentially stronger from the recovery.
 
Just from memory I know he let Frieza power up and gave Cell a senzu bean. I don’t remember the fever dream that is the Buu arc well, but I feel like there was probably a similar moment in there.
Goku fighting Vegeta, even though the energy from said fight was going to be siphoned into resurrecting Buu. Goku knew this and the Supreme Kai told him this, but didn't care (even threatened to kill him if he interfered with Goku's fight with Vegeta).

One of TFS' keener observations was comparing SK to a supervisor in a fast food restaurant that no-one listens to.

I think a lot of that really comes from Toriyama. I think a big difference between Z and Super is during Z Toriyama had people that'd tell him no, versus Super where Toyotarou seems to be willing to go with Toriyama's ideas.

Toriyama is also notorious for flatly making shit the fuck up in interviews, but I think there is enough of evidence of "Goku isn't a good father" and "Piccolo is Gohan's dad" in Z, that the more openness to the joke in Super isn't unfounded.

Internet VAs rarely actually manage to break it into the industry itself without sucking dick hard/nepotism. Maybe if he had truly cared about making it as a voice-actor, he should've networked more and sucked dick harder/left the UK.
