Gas Passer's sin is not being a killsteal weapon, but the way Explosion on Ignite is implemented and how the meter is charged. Kind of, gas kills do prevent the attacker from getting Health on Kill procs and other stuff. 300+ damage for 400$ flat-out is egregious, but sits comfortably alongside other broken shit like Explosive Headshot and crit sticky spam. The charge meter being completely unaffected by damage upgrades (further into the waves = instant gas) is a complaint, but same can be said of Sniper's rifles too. These are the generic problems.I have never seen someone using the gas passer in such a way that kicking them would affect the mission outcome. It's a weapon literally designed to killsteal (because it only activates when your teammates shoot at robots covered in it, which means they're already being shot at, which means they'll already die soon).
The serious problems, IMO, are worse. Because Valve can't code for shit, the explosion has no damage type. Not fire, not blast. This trivializes bots with the Battalion's Backup and FoS Heavies - things that are supposed to push you back and give the bots space. The cloud itself triggers multiple times by just sitting there. You can kill up to 3 little bot swarms dropping down by not clicking a single button. Demo has to click Mouse1 if he laid down a full carpet of stickies and detonates them one-by-one, plus you need at least one brain cell for strategic placement.
All of the above leads to a situation where, if you spend 400$ at the start of the mission and load up on ammo canteens with the rest of the money, you can teleport to the front line, throw a gas can, kill bind and watch bots die to your gas all throughout your respawn time. Put a weapon like that on any class and it kills all their other, more interesting playstyles. Just suicide bomb and stop thinking, don't learn to play. That's fine if you grind tours you paid for, but I play for fun and a bit of challenge. If I wanted a complete cake walk to shut my brain off to, I'd play Cookie Clicker instead.
To cap off this wall of autism, here's a fun thing I've noticed. It may be possible to teamkill a Pyro that's inside his own gas cloud alongside a bot if you shove the coated bot with a Shortstop. Something to do with the shove doing damage in an unorthodox way. I'm about 90% sure I've done this a couple of times, but these situations are so niche that I can't say for sure completely.
