Either CNN is intentionally omitting other identifying information because it's not what they want people to hear, or the Swiss police are really fucking bad at being police.

I'm fairly certain that this is one of those things that gets repeated a lot, but probably isn't true, as sadly there's no actual evidence, even though it's awesome.
At least you used the more likely WW1 anecdote, a lot of people say it happened in WW2.
Very few. Most spree killers commit suicide, or are taken out by police. Armed civilians in these situations also give cops a headache - it can cause more confusion and panic among witnesses and also means they might shoot the wrong person.
All in all this looks like a spur of the moment thing aimed at coworkers... which is pretty usual for shit like this.
