I think Skull Kid is a good guess for new character. He's very iconic desired being in only one game and could be unique in the way he plays.

I'm still hoping for some pre 7 Final Fantasy representation.

Someone from Dragon Quest would be more likely, due how crazy the Japanese are for it
 
so, realistically, what are the chances Smash meter will become legal in the tourney scene over the Smash Ball?

It'll likely wind up like custom moves from Smash 4, where they try it out for a bit then ban them afterwards for being "jank". I can see some local tournaments still having them as a side event or as an experimental ruleset, but definitely not at a place like EVO or CEO.

taking it would be weird given how vocal pros are against "uncertainties" like Stage Hazard or the barrel below DK stage.

Realistically speaking, I see it as something that will be used during side events, although more frequently than how custom moves or 3v3s were seen in Smash 4's lifetime. It's a neat gimmick that obviously won't overtake the conventional setup, but it doesn't seem as uncontrollable or crazy as the other gimmicks seen throughout the series.

I think it will be banned from Smash-specific tourneys pretty quickly but wouldn't be surprised if EVO, which enjoys fucking with the Smash community, forces them to use it at least once.

I've always been of the opinion that final smashes (and supers in general) are shit, for what its worth. If you are better than your opponent then you should beat him with regular moves and even if you are just playing for fun SBs are less fun than other items that give the opponent a fighting chance.

There's other games to occupy your time better than Smash on the 3DS. Long term it isn't really worth it, especially since the controls on the 3DS ain't too hot for Smash. Unless you don't have a Switch, I wouldn't bother.
