I think the point being made was, it's not a murder, therefore, there's not going to be an active manhunt for the pirate. He just can't go back to Vermont. Unless someone in the VT justice system has deep pockets and a vendetta, not likely they would even foot the bill for extradition.

I think that's how the state of Vermont is going to look at this.
