So you believe that some theoretical TASHA YAR SUBPLOT was the overriding narrative of TNG, and everything that doesn't advance the TASHA YAR SUBPLOT is unnecessary filler? Dude, get a fucking grip on reality. Character continuity is not a subplot. Furthermore, somebody who doesn't know who Tasha Yar is isn't going to give a flying fuck about the TASHA YAR SUBPLOT.
You know what, I'm going to spoil the TASHA YAR SUBPLOT for our friend right now. Denise Crosby thought she was too good for Star Trek and asked to leave the show. The producers obliged and killed off her character. In a shocking twist, this dumb bitch didn't become the next Mira Sorvino. She constantly begged the producers of TNG to bring her back. Eventually they took pity on her and had her show up whenever they went back in time or to an alternate reality.
No, the point I was making: if you're going to use a roadmap. Then in season one, your're going to watch "Skin of Evil."(which still sucks), so you have context for "Yesterdays Enteprise", which plays into the finale. Also, Yar's daughter is weaved in and out of the stronger seasons of TNG....
But outside of "Encounter at Far Point", the episode above, and handful of others: you can skip the bulk of seasons 1&2...
Sometimes there were narrative consequences, and other times it was the "Love Boat" in space....
