There was one case of a US citizen being denied their rights under terrorism laws: Jose Padilla. After four years of confinement in a military prison, his case was transferred to civilian court in 2006. He was convicted in 2007 and sentenced to 17 years in federal prison (increased to 21 years on appeal)

Federal immigration law requires all noncitizens to carry their visas on them at all time. If an ICE officer has reasonable suspicion that you are not a citizen, he may ask you if you are a citizen (lying about this is also a crime). If you are not a citizen, don't have your visa, and get arrested, you have ample time to retrieve your visa and show it to the court. If you can't do this, you go home.

And ackchyually, green card is "permanent" in the sense it doesn't expire, but it's a guest status that can be revoked, and is supposed to be automatically forfeited in the case of felonies or "moral turpitude", like drug crimes, DUIs, or going back abroad for extended periods (ie securing your green card as fallback plan while returning home).

Or advocating for terrorism, terroristic groups, and foreign groups or nations who oppose the US, or advocating its overthrow, etc. So all those Palestinian flag university students, for example.
