It's supposed to be vitiligo, which is a condition where cells that carry pigment die in certain areas of the body of something like that. It causes people to have "patchy" looking skin where some areas are noticeably lighter than others.
Tumblr discovered this and decided that it was their new collective fetish because, I dont know.
I guess it makes your character look more "speshul" and "youneek."
Because creating characters with interesting personalities or visual designs is just TOO DAMN HARD.

It's weird when those people are so obsessed with "representation" to the point of absurd, and if you don't have character similar to you in media you will be doomed, they haven't complained yet about cartoon characters having only 4 fingers or big heads, this make small-headed children depressed and they will try to cut their "extra" finger.

I feel like there's a big air of insecurity, vanity or resentfulness with these kinds of people.

Honestly I never really thought it was in the same ballpark as slapping labels onto characters, or even special snowflakery. To me it looks more like they're just fetishizing something that they see as"exotic", kinda like when people see "oriental" ornaments based on a religion they know nothing of and think "wow, that'll look really sophisticated in my house".

There's a actually a fairly successful model who has Vitiligo, who also happens to be pretty damn gorgeous as well. Of course she doesn't look anything like these ugly ass Tumblr drawings.
