Imo, the US did this. No other nation really had a reason to take out Shinzo Abe since he'd already left office and had become politically irrelevant. For the US it's perfect since PM Abe was someone that didn't want to go along with globohomo and the person who's now in charge, Fumio Kishida, is someone fully willing to go along with globohomo. Not only does it eliminate an obstacle to the US puppet government in Japan, but it also gives the US the ability to just blame whoever it wants to take action against at the time.
