The curse is eventually going to scale up well beyond the original, so that's different, at least, but yeah, there's some serious issues with Rika not knowing anything about it. You'd think she'd be one of the first people to be informed.
I don't think the true nature of the curse ever became public knowledge, though. Irie told Ooishi about it afterwards, but all those cases were closed already, and Ooishi was only insistent on continuing the investigation by himself for personal reasons. Once the killings stopped, people probably just let things be, especially when you consider that nobody in the know would want to open a new case against Satoko and Satoshi.
Convenient ancient magical Furude heirlooms have been a thing for a long time, but most of those only show up in the gag arcs, with the only ones that show up in the main story being the Onigari-no-ryuuou and the Kamu no Mikotonori, but the latter was explicitly almost depleted by the time of Saikoroshi, and part of the premise of that arc was that Rika could no longer loop due to Hanyuu being unable to reach her. If there was an artifact that could handle the looping instead, that story wouldn't have worked.
Personally, I don't think that Keiichi picking either Mion or Rena, or even a surprising candidate like Satoko or Rika would've really pissed people off all that much. Disappoint them that their ship didn't come true, maybe, but they probably would've accepted the end result since at least there was buildup for it in the original. It'd feel like a believable result and a step up from the wishy-washy shit in all other materials. Him marrying to some random is just about the only way to really piss people off.
