Joel and Burnie voices two minor characters that may not come back at all. As for going internal, that was probably all RT could afford back when they started in 2013. And Vic Mignogna was probably the most high profile VA they’ve ever had, and he was a major supporting character? Weiss' VA left the company a few years back and Blake's (IIRC) never worked for them, but was just under exclusive contract until recently. Neither one of them is an RT employee.
Ruby's VA was an audio editor who's now been thrust into being a "talent" and Yang's VA is a higher up in the company.

They're literal nobodies, with few exceptions (Yang's VA being prominent in the company, but even that's a bit of a stretch). Ironically, both Blake and Weiss split from the company within a few months of each other in 2015, wonder if they were looking for more cash as the show took off only to be shut down. Blake's VA is credited as a "assistant to the executive producers" on the "Lazer Team" movie - meaning she likely got them coffee. Could you imagine inviting a "real" VA (Nolan North, Yuri Lowenthal, Laura Bailey, etc) to a movie set, not using them as part of the production team and asking them to get coffee for other people? Baffling. It was the same year her and Weiss split, so maybe there's more to it?
Either way, a nobody actress, a receptionist, and a "my wife works here, she edits my podcast" wound up becoming 3/4 of the "main cast", which says a lot about RoosterTeeth's planning ability.
Don’t forget Jessica Nigiri being Cinder because Monty and her were friends. I think the point being made earlier on was "What would happen if they stopped voicing the characters outright", which would be the death kneel of the show, especially if Barb winds up leaving like the co-founders, or Arryn didn't bother showing up for voice recording any more.

At this point it's more likely that RoosterTeeth collapses entirely before one of the main cast stops production of the show. They realistically probably don't pay them very well, they don't have a ton of credits/talent to really demand a huge pile with.
