Actually I got a question - How would AS-OP know RWBYJNR + Crow, would be in the ship? They're right, but why the hell do they assume the teams were in the ship? The flight and grim attack could've easily been separate incidents.
They didn't know these specific people were in the ship. They explained it as follows: "We heard of a stolen ship landing close to this area and shortly after a lot of fighthing happened with weapons being used without being authorized by Atlas." So while they didn't know WHO was there they knew SOMEBODY was there
Actually, they said they got reports for both of them, but even then, it's a logical leap to connect the two events. Especially if grim attacks are as common as they were portrayed (if they need Penny to be the guardian it implies it's a problem that happens regularly), it'd be weird that it wouldn't be a common occurrence that civies would arm themselves in some capacity - Much like how a lot of people do in our world, and sometimes will do so illegally because the process for acquiring a firearm can be a long process.
Unless the people are lemmings, which, after watching RWBY, I'm willing to believe - It'd be exceptional to not expect regular people to arm themselves to fight against the wild beasts, especially considering the fact that Grim attacks are possibly a regular occurrence and considering that we're in the slums, a location where you'd imagine illegal weapons would be a more common occurrence. Maybe if it was the team against other people, I'd understand, but against a grim attack?
I dunno, it just seems really off to assume that the As-Op would immediately jump to "these two must be connected", it goes against the background storytelling that they're attempting:
Chalk it up to my interpretation, but Mantle is being portrayed as the Slums, much like the lower levels of Midgar of FF7 - There's graffiti, public drinking, and not really a great place to live - As well as from the promo material, we've seen civilian unrest. The prospect of there being illegal weapons, especially considering the fact that sexual dick name - Ironwood - is practically doing what a tyrant does and doing a lockdown that's affecting the people of Atlas - the prospect of there being people fighting or using illegal (or unauthorized) weapons is only a logical conclusion, especially with the Big Brother vibes that Ironwood is giving.
Hell, we see floating cameras, robotic patrols, even a couple of kids throwing rocks at the cameras. Failing to cooperate with Atlas military personal is a punishable offense. And there are sector Lockdowns. The embargo's got the people of Mantle in a rough patch.
Again, I'm saying this is my interpretation, but when you've got Big Brother staring down the back of you, with surveilence cameras and the embargo's hitting people hard, I'm just saying violence especially violence against black monsters wouldn't be so farfetched - Especially considering how lackluster the Atlas Military has proven itself to be.
I mean if i was told that a stolen ship was seen landing close to an area where also just on that day and never before unauthorized weapon use was conducted i feel that one is logical to connect. It's pretty clear that their law is "It's either my way or the Highway" so we can reasonably assume that people are too scared to break this law because they don't know what the punishment would be. They already have barely enough to scrape by so Penny being legally allowed to protect them (as it seems) is their best bet right now.
Now don't get me wrong i too think this is contrived as fuck. Why would you have a law literally banning your populus from protecting themselves when attacked by monsters? Penny and the Ass-Ops can't be everywhere so it should be reasonable to let people arm themselves
