The guy is saying that because he’s such a good parent his daughter is so good at reading that she’s much better at it than other children of her age group usually are, and therefore capable of reading more advanced children’s reading material, but he’s not going to let her read Harry Potter. Which he hopes will make JK Rowling cope and seethe. It’s basically an “I have a child I can indoctrinate into my worldview and there’s nothing you can do about it, so there!” type thing.
