I don't know what that one idiot is doing, touching the tip like that, but what you're looking at is a safety-lock intramuscular tip (after you give the injection you snap the lock into place, to prevent accidental needle pokes).

It's rather fascinating that someone might think they'd do shenanigans at a public vaccination by fucking around with capped syringes, when they could just inject those people with saltwater and no one would ever know by looking at it. It'd be easier, less conspicuous and you'd only need one guy there to play the old switcheroo with the bottle, whereas "lol I don't even break skin with this cap on" needs anyone on that stage to be in the know. Most likely even those that take photos and watch.
