In some places, there are HIV-specific laws against it. In other places, it might go under some kind of mayhem statute, or attempted murder, though that would have been more likely when it was a guaranteed death sentence. Almost anywhere, the victim could sue you for negligence at the very least.
What laws would be broken would really depend on the context and the motivation for doing it.
Pretty sure it counts as some form of bodily harm under UK law (can't remember the difference between 'actual' and 'grievous', but it's one of them).
