Under 4'10" is the legal definition of a dwarf in the US, but those that are medically are diagnosed with Dwarfism are rarely taller than 4'8", Those with dwarfism often have limbs that are disproportionately short compared to the rest of their body (usually a genetic condition), Midgets are a subset of dwarves where the limbs are proportional to the rest of the body (can be genetic or hormonal). However there are also people that are legally midgets that are just short (they don't have a diagnosable genetic or hormonal condition).
