Thing is that PKRUS is something that has been around since Gen 2. By now it's a staple, that's like GF removing shinies, genders(for Pokemon, they already did this for players) or natures. It's a scary precedent, they almost did this with Ribbons in Gen 5 but they walked it back for Gens 6 onwards.Everything was always on the table. GF has always binned stuff when they think of something better, regardless if whether it is or not.
Speaking of which, Bulbapedia says that even tho it doesn't appear in S/V or has any noticable effects, the game still tracks PKRUS. That means that if your Pokemon still has it from previous gens and it is transferred over to Gen 9, and then to a future game that brings it back, you will still have PKRUS on your Pokemon. They didn't actually "remove it" per say as much as hidden it.
Still, very strange. It would take less effort to just ignore it and not do anything with it than do all this, it means they intentionally wanted to remove it but kept it around within the code just in case they changed their minds. Remember, old Pokemon are just straight up gone, not in the code anymore, and neither are the moves, but PKRUS is still technically in the game, just hidden and useless(kinda like when you get Coronavirus and you barely know it's there unless you are informed of it or you die from an unrelated death and the medics put COVID-19 as a cause of death).
