Looks like standard cuffs, discoloration and removal of the first layer of the leather. I mean, fighting oppression is so taxing you really don't have the time to keep your gear in parade shine. And he's a mong.

This is why no one should give him money - he has
plenty. He has a bike (with accessories) that he can’t ride, skates he’s clearly never worn outside, a gas mask when he’s too chickenshit to even attend a riot and God knows how many mall ninja weapons and slogan outfits. This is before we’ve got on to his tat scrawl. He’d be literally thousands of dollars better off if he learned to spend like an adult.

Gonna have to disagree with you on some level (except for the mong part, that's actually the real reason). Mainly because my dress shoes I've worn semi-consistently for the same period of time do not have this level of wear and tear anywhere barring the soles. Even my old as shit sneakers I've had for over 5 years are not in this shape. Phil's doing something that's damaging the hell out of these shoes, since even though those are the overpriced 'prestige' commie boots that suck in reality, they should not have big divots in them like that.

He should buy one of those medic alert braclets so next time his fatass falls, instead of just lying there, he can call 911 and demand they come over to pick his fatass up. Either that or Phil yells for slingblade to pick him up, slingblade does so, then in a fit of drunken rage, says "whoops", and let's go off Phil's hand when he halfway back on his feet, which causes him to fall back and smack his potato Head on either the floor or the corner of the table.

Trust me, when you're tard who can't keep themselves from knocking those boot toes everywhere you go, they get worn down fast. Add in absolutely zero fucks given on proper upkeep. Those boots just need some cleaning, shoe polish and new laces to look normal judging by the blurry picture.
