I find myself wondering if maybe Toren's the one who's been making the home invasion threats. For instance, when Phil claimed that we were trying to infiltrate his house dressed as Mormons, he said the threat came while he was away, and Toren took care of it. I wouldn't put it past a manipulator like Toren to stoke Phil's paranoia by faking threats.

I don't think so, he's had something like this for a long time because he's always legitimately seemed to enjoy skating on some level (despite not being very good at it), but what I think it is he feels that along with the status adverts like the t-shirts, identity badges, etc he's using it to try and show off just how much of a badass skater punk he is because looking at him you wouldn't guess it.
