Basically yes. Phil tried to remove people from red n black and infoshop because he "believed" he was somehow in authority. Phil risked it because he assumed he would have back up and that his victim would respect his "authority". Phils confidence was so out of control he attempted the interrogation of R&B regulars and like pussies they just went with it.

Whilst it's unlikely it's always possible Phil has his own "game stop incident" to come and if someone was to push far enough he could react. Admittedly it's unlikely but Phil would pull some super dumb shit if he could
A: get away with it
B: get asspats for it

Yeah, I always imagined ten or twelve Kengle clones doing a conga line while also holding protest signs. Which is, admittedly, a pretty funny mental image.

There's not a lot of details available sadly
Phil was allowed to sleep in the cafe overnight so assumed he was "night watch tranz" or something.
Basically some stuff got broken and shit taken so Phil tried dragging people off to a back room to question them.
It's pretty funny because none of them were there when the event took place and Phil was likely prime suspect since he was sleeping there when the event took place.
Anyway everyone just went with it then had a good cry on Facebook until Langley told Hong that Phil had no authority and like the betas they were just forgave him.

I think it was even more pathetic than that. He was allowed to sleep on the front stoop and back alley, and when things ended up vanishing he tried blaming the other vagrants for it so he wouldn't lose his spot.

It's trait of Phil to assume standing where he has none. When he was polluting the Bay Area with his noxious presence, he leeched onto an anarchist book store. He was allowed to hang out there, and he assumed this meant he was in a position of authority and proceeded to harass patrons and kick people out. He claimed he was sexually assaulted there at least once, and the local radicals decided Phil was more trouble than he was worth and booted him. I might be remembering things wrong, but that's the gist of it.
