Yes the city is very old, meaning old school sewers back from the time. But the city already had numerous massive glow ups about plumbing and architecture in history so it shouldn't have been an issue.
You have to blame the legendary fucked up french administration. You can be sure that somewhere there is a file buried for decades under tons of other abandoned files with urgent written on it, talking about replacing ASAP the plumbing systems of these few buildings they forgot to do. Even worse if it was private properties, the laws are bonkers with that. So noe one cared enough to dig in it.
You add what @Otterly said about them not giving a shit about actual environment problems and now you have the shit river that we know.
 
I watch my formerly white country (I've lived long enough to see it go from white to mutt it only took a few decades) be represented by about 90% niggers a few muslims and some white bitches and the normies are cheering. It's over.
They were also told the start ceremony was high art so that's what they parrot. Incredible. Plus they now like to piss on christians but not a word about islam.
