I would argue that the justice system is not failing alcoholics and drug addicts.

I spent 11 years volunteering with the VA to help out vets with drug/alcoholism/housing issues. My empathy was killed by seeing the same fuck ups doing the same fuck up things, and then blaming everyone else on the planet but themselves.

Random homeless man came on stream briefly, took a shot of jaeger and looked at the scooter controls like he was trying to figure out how to steal it. Thankfully one of the hoes appeased him with a cigarette and he left.
