Alright, after a quick search, those are the countries that use this specific format:

India
Ireland
Netherlands
Portugal

The most common of all this places is India... Ok, that's a start, I'll look more into this, but great stuff @That Anony Mouse

Also, keep in mind that he could just change the date format in the settings, but I don't see why he would do that.

All three long forms are used in Canada.

UPDATE: It seems to me, at least, that he's from Canada or he's using a very old date format from the US, that's used in military and/or computing.
