I am pretty sure Garp has explicitly said he will not defend Celestial dragons and outright vocally hates them. He just values the peace they bring, even if its founded on a lie.

Which makes him very human in that respect.
Pretty sure he just likes being able to kill people with no one questioning him. Garp is mad that Ace didn’t give him carte blanche to do daily buster calls.
 
Kizaru is also shown to be troubled. Lucci literally is the bitch boy of the government and would grind orphans into paste should a Celestial Dragon mutter to themselves.

All of the Admirals have a varying degree of their belief in Justice. Lucci is basically the only person in the series who openly worships the World Government, besides Garp. I’m expecting all, but one Admiral to defect from the WG.
Kizaru's always troubled. All it's doing in practical terms is preventing him from hurting Vegapunk, it isn't stopping him from giving what passes for his all battling a Yonko crew.

Lucci's never been a worshipper of the government, he just works for them since they give him a license to kill. He's actually had a few weird moments throughout Egghead where he's been less than the perfect WG assassin he's purported to be. Kaku's behaved with considerably more fealty to them throughout this arc and the true believer of Dark Justice in Cipher Pol.

Though they almost always demonstrate fealty to it, none of the Marine admiralty has ever shown worship of the World Government apart from maybe Ryokugyu, and even that just feels like an extension of his Akainu fanboying. Garp follows them out of loyalty to his Marine ideals but has no respect for the Celestial Dragons. Sengoku and Aokiji seem to prefer the pre-timeskip status quo of how the Marines operated, where they just kept the peace with civilians and trusted Warlords and Cipher Pol to do the dirty work for them. And Fujitora was willing to risk the death of an entire kingdom because he wanted an example of how the WG trusting pirates could backfire, and then openly defies them in Mariejois by enabling the Revolutionaries in their slave rescue.

You've just repeated what you've already said and not addressed anything in my post. I never even denied that anyone was hypocritical, just that their faith doesn't necessarily lie in the WG.

Considering how all over the place this arc feels I think he is a bit. But really when a crew of 9 can take on an armada of thousands and an Admiral and the secret police and their terminator robots…Saturn kind of has to be there to give them a chance. Marines need beefing up so bad.
I'm thinking and laughing that it might be the third thought.
I refuse to believe it’s anything other than the third. It tracks with how Oda does things.

And while funny I do wish the antagonists were slightly less dense.

Fujitora seems to be the only current admiral who’s ballsy enough to outright disobey orders.

He disobeyed orders when he saved Ace.

Considering how concerned the WG is about the Nika fruit, he disobeyed them again when he hid Luffy.

Ultimately we haven't seen enough of Garp to really make a decision one way or the other. I'm hoping the next bug flash back is from Garp.

Garp saving Ace is like the only good thing he did, and he seemed to only do it out of a weird rivalry with Roger/ wanting to turn Ace into a Marine as revenge. He stood by as the WG and Marines enacting infanicide. The Marines also coup governments. Most of the worst pirates in setting are all current and former government assets.

I don’t think Garp is a hero. I’d rather him unironically be a fuck-up. Unless he was secretly working with Dragon (does nothing) to coup the WG, he’s basically stood by impotently (like with Ace’s execution) as the WG run wild and kicking anyone who would oppose them. The WG peace is Buster calls in Islands and shit like Law’s home. Crocodile has better justifications for Alabastia than Garp does for serving in the Marines.

I am curious how wide-spread the knowledge of what Luffy's fruit actually is, and how detailed what his powers actually are was, even post time-skip there is much made of Straw-Hat Luffy when he shows up but nobody exclaims "There is the Rubber Man Straw Hat Luffy"

Shit as a whole..people don't make a massive deal out of noting someone's devil fruit, have they ever once noted a Devil Fruit user, or the fruit they use on a Wanted Poster?

There was also that time Smoker refused credit for Alabasta and straight up told his superiors to eat shit/go to Hell.

I never got that he was rasing Ace to be a marine to spite Rogers but because of his prode in the marines. I think Garp wants to reform the marines/WG to point. In order to not throw out the baby with the bath water. He realizes he's just one man and can't simply change things through brute force, he'd also have to kill a shit ton of his fellow marines if he tried. That's why he keeps looking for a protégé. He wanted Ace and Luffy to be like Koby. I'm guessing he is also behind Sword as well as an attempt to begin changing things.
