Kizaru's always troubled. All it's doing in practical terms is preventing him from hurting Vegapunk, it isn't stopping him from giving what passes for his all battling a Yonko crew.
Lucci's never been a worshipper of the government, he just works for them since they give him a license to kill. He's actually had a few weird moments throughout Egghead where he's been less than the perfect WG assassin he's purported to be. Kaku's behaved with considerably more fealty to them throughout this arc and the true believer of Dark Justice in Cipher Pol.
Though they almost always demonstrate fealty to it, none of the Marine admiralty has ever shown worship of the World Government apart from maybe Ryokugyu, and even that just feels like an extension of his Akainu fanboying. Garp follows them out of loyalty to his Marine ideals but has no respect for the Celestial Dragons. Sengoku and Aokiji seem to prefer the pre-timeskip status quo of how the Marines operated, where they just kept the peace with civilians and trusted Warlords and Cipher Pol to do the dirty work for them. And Fujitora was willing to risk the death of an entire kingdom because he wanted an example of how the WG trusting pirates could backfire, and then openly defies them in Mariejois by enabling the Revolutionaries in their slave rescue.
