Most I’ve seen implying some bigger scheme was how the execution played out in the live action series. And even the , the Great Pirate Era was just because of all the pirates who set out to the Grand Line.
If there’s anything bigger at play to imply some keikaku, Oda is clearly waiting to reveal it so people don’t connect the dots and spoil things before he can draw them.
