Neither are octopuses.
Edit: or squid. The film only orca I suppose can be considered non-canon.
Fair but those do breath water. Apart from the orca but that is non-canon. Walruses spend a lot of their time on land and retain quite a bit of power. I can see someone wanting to be a walrus to the point of dreaming about it considering how powerful they are. Honestly, a better counterpoint would have been the Axolotl fruit considering those are largely aquatic though they can venture on land for a time.

Though I have a second theory as well: Maybe he is a weird looking giant like Gekko Moria is a weird looking human.

Oh I know, and was being tongue in cheek about the squid and octopus both. For all that they are mollusks not fish they are water breathers and given Oda has, barring a single movie which he likely did not work on, avoided the various marine mammals it seems likely fish is specifically meant to be water breathers in terms of fish-men. -in One Piece biology is never a winning argument. It's been established the most freaky humans alive will be 100% pure-blood human whereas we're probably going to find at some point in the future Zoro is half giant, half dwarf, half Lunarin, half fish-man, half-Mink and half Celestial Dragon. Which somehow balanced out to a normalish human look.

Anyone pointing out that that many halves make three people I will refer you to his three-faced techniques.
Are Eel fish?
Yep, specifically ray-finned fish which also includes a hilariously wide-range of fish but not rays.
