Garp has also refused to become an admiral despite being good enough to do so because he hates the Celestial Dragons and doesn't want to be near them. It's quite possible whatever he witnessed on God Valley is what has made him question his loyalty, but some kind of blind optimism to make a change must've kept him in the Marines while staying "stagnant" as a Vice Admiral. Or Dragon's dissenting to a Revolutionary has kept him in place if just to be able to keep an eye on his family.
I don't know if he knew about the Five Elders before God Valley or if he saw Saturn there, but he had to have seen something. We're still missing perspectives from the God Valley incident, and a Garp flashback is one of them.
Also was Sengoku involved or not? He retired as Admiral if just because the Marineford incident was definitely an embarrassment for him, politically, but he's good friends with Garp. Does he know something damning, too, that keeps him from fully retiring?
