The boss fights weren't memorable at all. I still remember frog boss from Nioh 2, or the electric cat from Nioh 1, Nioh 3 had non of that.
This I agree with wholeheartedly. The rest I think you're being a downer.
Seriously though, Team Ninja really dropped the ball with their enemy designs. They have 2 games worth of memorable enemies, and 3 years to make some nice new shit to mix in, but instead we got like one new fodder enemy and some bland bosses sans the optional brother bosses.

not the games problem you don't know japanese history.
I don't know if "character possessed by mythical spirit creature protecting giant doom portal from the sky" is historically accurate.
They just slapped significant historical name on boss number 27, that's not interesting storytelling.

The final boss really disappointed me, I beat him first try no living weapon with 7/8 elixers remaining.

Lack of aggression seems to be the major factor, with the exception of his dash attack which is recycled from his human form he mostly hangs back and chucks easily dodgeable projectiles at you.

Maybe he's hard for Samuraifags but if you ninjamax and spec for ninjutsu damage like I did you are going to completely rape this guy.

The writers borrows historical characters, but cuck out of killing them due to autistic adherence to history of them dying elsewhere (and probably descendants potentially causing issues).

The game should have gone full time police and have you fix crazy historical what ifs, which would have been fun for both history spergs and people who wants an actual plot and stakes.
