I will say this at Keifer Sutherland. during the time he was hired for MGSV, his previous agency only asks fro 500,000 for mocap, voice acting plus personal appearances for promotions. by Hayter's own admission, his SAGAFTRA contract for MGS4 requires Konami to pay him for $4 Mil just for voice acting. business wise, Sutherland is a better choice, you get a real star power to promote your game than some tryhard. specially Sutherland is loved very much in Japan.
as for MGSV development, what I will say unfortunately is to the realm of "Source: dude trust me, bro or the source is I made it the fuck up" unfortunately, due to how fucky game development is, how corpo culture in video games, some details were never going to get out unless the people involved speaks about it. but from what I can gather from my sources from talking to people who knew something during its development.
MGS4 was actually a part of the reason why Kojima wanted to work on MGS again. despite wanting to work on other games and leave MGS behind, he found that he wasn't given permission/go ahead to make other high profile games. so he starts to put his ideas for other games back to MGS and started to have fun again.
MGSV and Fox Engine was a result of Kojima being frustrated that his gameplay ideas for MGS4 was unimplementable, probably due to hardware/game engine or programming expertise and/or both. his most notable ideas during MGS4 development were smell. Kojima wanted some patrols to have dogs in them so the Octocamo cant fool them, and Snake has to mask his smell. one of his bright idea is hiding in the trash. unfortunately dogs wasnt implemented and his ideas about dogs evolved to DDog in MGSV and the smell was like not showering for days in MGSV and covered in flies. the Gekko was his idea for "vertical" stealth, but was restricted in the end to few areas because of combination of ai programming for the Gekko and gameplay balance. If fully implemented, I was told that Gekkos were supposed to be reinforcements/replacement for the areas where you have killed too many people
as for MGSV and Fox Engine, since MGS4 was bankrolled by Sony, MGS4 was not as merchandise heavy ( I regret not buying that 1/6 RAH Old Snake when I had the chance), but as for MGSV, Konami wanted it to release for Xbox/PS, so Sony stopped bankrolling it. I believe the $200M figure was thrown around as the cost of MGSV. I was told that it was kind of true, but not really. the 200M was split to make the Fox Engine and MGSV and some other canceled games. Konami never intended to spend 200M, part of the money were earned by Kojima to fund it was from brand deals, merchandise (way even before the game is released) product placements, licensing, (MGS themed cafes) and other stuff

as for MGSV development going tits up, it came at the time where the uppermost management decided to min/max profits from MGSV by wanting it to be released for PS3/Xbox 360 too. mind you, by 2008, the PS3 and Xbox was completely outdated by 2008. scaling down MGSV down to PS3/Xbox was the reason so many things were cut/scaled down. some of them ideas were kinda cool/retarded at the same time. like Snake can only bring so much stuff so you have to chose what to carry and carry his gear from insertion point via helicopter to his objective and then completing the objective then go to the extraction point. it was cut for gameplay reasons and was polished and became Death Stranding
anyway, just treat this as a rrat since these kind of stuff are not being recorded to artbooks/documentaries and shit
