It was pretty normal for smaller sets like Fallen Empires and The Dark to have no rares but to have U1, U2, and U3 distinctions for the uncommons. From what I remember the number was the times a card appeared on a sheet so a U1 showed up once and a U3 would show up 3 times.Yeah Fallen Empires was the effort to pop the bubble and I heard it said "it had no rares" but the mtg wiki claims it has 36 but they are marked as "U1" on the site and it even mentions the packs were "6 commons and 2 uncommons."
Edit: Looking it up, Fallen Empires had 36 U1 cards, which is probably what they're calling "rare"
