In case this hasn't been mentioned yet:

How to draw on screen with OBS
- Open MS Paint
- Fill the canvas with green
- New Window Capture for Paint in OBS
- Transform > Edit Transform > Crop & resize until the paint canvas covers the entire screen
- Filters > + > Chroma Key (by default it should already be on Key Colour Type = Green)
- Switch to a not-green brush & draw
