Japan also has a real problem with taking suggestive photos of real children(as young as six years old) in bath suits/revealing school uniforms/etc. because legally it is not considered CSAM since no genital was shown. They also sell them. The children obviously cannot consent to have those photos taken and sold, therefore the directors usually get permission from the parents.
