Chris really isn't that specical compared to the small army of crazy hobos that bounce back and forth from the system to the streets, hell, Chris probably wouldn't make Top 10 on the most mentally ill person in the jail he was sent to and he isn't even addicted to crystal meth.It would seem easier to for the legal system to permanently deal with Chris here and now rather have him bounce in and out of jail for who knows how long, and releasing him back on the streets. It would probably be a sexual assault or nuisance charge waiting to happen.
Chris has been a public nuisance for a while though. Social services is well aware and the court must be tired of retards calling in. The only hope would be if the state is so fed up with this circus thay they move as many strings as possible to finally bury this tard as deep in the system as they can.
