IQ, ability and mental age are different things. He's absolutely retarded in the medical sense - he is neurodiverse; he doesn't perceive the world in a rational manner, and degrees in IT fields often has mentally disabled individuals due to the logical and lack of nuance in computing.
It's not just about his ability to work, it's also controlling his unhinged perception of life. People with autism struggle with work due to this reason, even if they are on paper capable. A struggle to maintain stable employment is a typical sign of autism and actually leads to diagnosis later in life if undetected in early years.

In my country we spend a significant period of time trying to normalize someone in to the standards of the community, including work. Autism at his position of the spectrum means he will have low attention span; a near repulsion to things that disinterest him; and an inability to filter emotions.
He never should have been allowed to continue living with his parents and in my country he would be forced to move in to his own or group home for his own sake - that has never happened, and the health care system has never intervened with him.
