Josh doesn't count as a vulnerable adult. He's capable of living on his own and taking care of himself. Protective services can't step in and do anything about the situation. As long as Cobra opens the door and lets her in, he's responsible for what happens. It's not until the police are called over violence that anything can be done by outside parties.
That's not really true, if clint died and wasn't able to literally do everything for josh except wipe his ass and feed and clothe him, Josh would quickly become homeless. I don't think you understand how little josh is actually in control of. Clint takes care of literally everything even things clint doesn't directly manage josh doesn't do himself like buying his groceries etc.

And they spiral into a multi-day screaming argument fueled by alcohol, I imagine NAL sitting in his shower with his toilet running nonstop going WHAT DID I DOOOOOOOOO WHAT DID I DOOOOOOOOOOOOO; when people get into psychosis like this, they're not inhabiting reality and in the heat of the moment, being there's a double barrel shotgun with a hair trigger just sitting unsecured in an apartment.. It's a recipe for disaster.
SSI is for the elderly, Josh is on SSDI. You have to have a clinical diagnosis to receive SSDI (Disability Income) Combine that with the fact that clint literally does everything for him so he can boast about how he's a big boy with his own place is enough to convince me he is only capable of living "on his own" do to copious amounts of outside assistance which would qualify him as a vulnerable adult.

Yea I'm not disagreeing with any of that but my point is there is a distinct difference between SSI and SSDI in that people who have had a diagnosis since being a child fall under SSDI. It's all disability income but there are different forms of being disabled, someone who is able to work but was disabled on the job isn't the same as cobes who was born with varying mental defects and illness. Anyways my comments were mainly to illustrate that cobes is by no means independent. He really can only do the most basic things for himself or on his own. Clint is a vital factor to his ability to live on his own not his own capabilities.
In terms of "the system" Josh is fully functional and able to live on his own. He has a support network to keep him out of trouble and he's been living alone without major issue for many years. He's not considered vulnerable and having a bad relationship and a drinking problem isn't enough to cross the line.
