I don't think Kat is wearing the pants in the relationship because that would imply they care about one another and have adult conversations with each other. They're glorified roommates. I think early on they at least put forth the effort to try and pretend to be a couple, but now they're comfortable dropping the facade and just doing their own things. They might LARP as a couple to boost their own self esteem every so often when they buy groceries together or go out to dinner together.
Other than that, Phil just uses her as an excuse. He can't stream longer because he needs to go spend time with Kat. He's totally willing to do a podcast, but he's worried about Kat so he has to turn it down, it totally has nothing to do with him being a gigantic coward who can't handle any basic social interaction. Gotta end the stream an hourly early because of Kat, not because he hates his job. Even him seeing his parents is related to Kat. The reason he uses Kat as a shield is because even some of his paypigs have started to point out how strange it is that someone in his financial situation isn't doing more to "work".
Phil needs to keep up the narrative that he performs backbreaking labor every day and only has one or two hours to himself. Every other moment is either occupied with hard work playing video games or paying his bills for the 17th time in the week. Using Kat elicits even more sympathy, because now he's not only working 33 hours a day, he's also trying to take care and provide for his girlfriend, so he could really use your tips and support to get him through this tough time. He's just a hardworking dude being screwed over by the government, and there's absolutely nothing he could possibly do to make more money, and even though he's actually been really successful lately, all that money he made actually made things worse but is somehow solved by making even more money.
