It's literally three named characters if we count any non-whites.

Slightly more if we count 'their name was probably said once before they died'.

There aren't many named characters to go around... The only characters that are allowed to stay white are the villains.

Bond, Q, Monroe/That Chick, both the PR guys (one of em is vaguely tan enough to be Indian if you squint perhaps), and the accountant are all white.
