iirc didn't part of the issue with Katrina wasn't so much the overall windpower strength but more that it just squatted over New Orleans and shitted rain for a lot more than most hurricanes which keep going?

The levees broke during Katrina which is the main reason it was so bad. You may be thinking of Harvey, which hit Houston and literally sat there for like 3 days which made it a significant rain event.
